Richard has served the community of Lake County since 2006. After obtaining a bachelor’s degree for Psychology from the California State University, Chico and serving the Sacramento Metropolitan Police Department as a Patrol Officer, Richard moved to Lake County and began a career with the Probation Department. While employed as a Correctional Officer for the Juvenile Detention Center, Richard promoted to Supervisor and maintained effective function of the detention center by authoring numerous policies in order to adhere and align with federal, state and local legislation. After transferring to the Lake County Sheriff’s Office in 2012, Richard promoted to Field Training Officer and Detective, and currently holds a position on the department’s Crisis Response Unit as a negotiator. Richard has studied and received certification in Electronic Surveillance and Wire Intercept Operations, Homicide Investigations, Hostage Negotiations, Officer Involved Incidents and Aquatic Death Investigations. Richard took a leadership position within the Lake County Deputy Sheriff’s Association as Secretary in 2015 and currently holds the position of Treasurer.
